Dr. Ivan Rodriguez,

Chief Medical Officer
Dr. Ivan D. Rodriguez brings over three decades of medical, academic, and leadership excellence to Empower "U", Inc., where he currently serves as Interim Co-Chief Medical Officer. A board-certified family medicine physician and seasoned educator, Dr. Rodriguez is committed to providing high-quality, compassionate, and community-centered care.
Dr. Rodriguez earned his Doctor of Osteopathic Medicine and Ph.D. in Chemistry from Nova Southeastern University and holds a Bachelor of Science in Chemistry from Michigan State University. He completed his Family Medicine Residency at Palmetto General Hospital, with a strong focus on comprehensive, patient-centered care.
Throughout his distinguished career, Dr. Rodriguez has served as Medical Director at numerous healthcare institutions, including Chapters Hospice, Gentiva Hospice, South Dade Nursing and Rehab, and Larkin Community Hospital, where he also directed the Graduate Medical Education and Family Medicine Residency programs. He continues to serve as a Clinical Associate Professor at Nova Southeastern University’s College of Osteopathic Medicine, mentoring the next generation of healthcare professionals.
With a passion for serving diverse and underserved populations, Dr. Rodriguez has built a legacy of trust, integrity, and clinical excellence. He holds active memberships with the American Osteopathic Association, American Medical Association, Florida Osteopathic Medical Association, and the American Academy of Family Physicians.
Dr. Rodriguez is licensed to practice in the State of Florida and maintains affiliations with several area hospitals, including Palmetto General Hospital and Larkin Community Hospital. His specialties include Family Medicine and Geriatric Medicine, with a steadfast commitment to holistic, evidence-based healthcare.

Family Nurse Practioner
Dr. Naghmana R. Chughtai, DNP, MSN, FNP-C, PMHNP-BC, is a dedicated healthcare professional with extensive experience in family medicine, women's health, STI including HIV. Currently serving as a Family Nurse Practitioner at Empower "U" Inc., she provides comprehensive patient care, including assessments, diagnoses, and treatments. With a strong academic foundation, she earned her Doctor of Nursing Practice (DNP) and Master of Science in Nursing from Florida International University and holds an MBBS from Rawalpindi Medical College. Dr. Chughtai has contributed to medical research, clinical education, and community health initiatives while maintaining certifications in advanced cardiac life support, phlebotomy, and EKG monitoring.
Her commitment to excellence in patient care and medical education is reflected in her extensive clinical experience and volunteer work in underserved communities.

Dr. Julme previously owned and managed a successful private practice, served as Medical Director at South Shore Hospital’s Family Medicine and Special Immunology Clinics, and worked as a consultant in drug rehabilitation and chronic pain management. His academic contributions include faculty roles at the University of Miami and Barry University, where he trained future medical professionals. Passionate about public health and global outreach, he founded the Jumpstart Haiti Foundation and remains actively engaged in community health initiatives.
